If CashDey ever publishes external intelligence, it should do so only at cohort level with thresholding, suppression, and no path back to a person.

CashDey does not currently publish live external aggregate intelligence.
If this launches
- Outputs should stay cohort-level, not user-level.
- Small or sparse groups should be blocked or suppressed.
- Unsafe geography-plus-rare-segment combinations should stay out of scope.
- Exact amount reporting should give way to safer banded reporting when needed.
What must be true before release
- Threshold rules exist and are enforced.
- Re-identification risk has been reviewed, not assumed away.
- No direct export path exists from raw ledgers to public reports by accident.
- If the output is not truly aggregate-safe, it should not ship.
